Can I add Substrate?

OK..may sound like a silly question - but here goes.

I have a substrate of 50% gravel, 50% RedSea Flora base.

It is about 3 years old, and is not deep enough (it is only about 1-2 inches deep anywhere).

So I am thinking - could I buy a bag or two of eco-complete, and simply apply it on top of my existing substrate? I assume it would work itself down over time.

Yes you could do that. At least I would think you can.
