How does a fishless tank cycle?

I was wondering, really just out of curiosity, how a smaller 1-3 gallon tank would cycle without a filter. Would it require plants? Frequent water changes? I know that a filter would help build up the bacteria in the media to establish the tank, but how would it happen without a filter?
