Need some aquascaping advice on a 20g long..

Here is my current planted setup, 20g long, home to 2 German Blue Rams, 5 Cherry Barbs, 4 Bloodfin Tetras, 8 Neon Tetras, 2 Oto Cats, 1 Olive Nerite Snail and 6 Japonic Shrimps. I have a small growout set of Red Cherry Shrimps that I'll add as soon as they grown big enough.

I think I have too much variety and not a good sense of "placement". The brazilian micro-sword in the foreground is not growing well for me at all.

Experiencing some problems with green spot algae, not sure how to get rid of it. I'm currently running DIY CO2 with a 65W on 8 hrs a day, with 2 hrs of high intensity (when I put on an additional 28W) pumping out 93W over a 20g. Dosing Seachem Flourish once a week, Excel daily, Trace every other day and Potassium/Iron twice a week.

As you can tell my photo skills are still in need of 'assistance' ops:
