WPG with or without reflector?

When working out the wpg for any tank,is it taken that the lights have reflectors?
i bought a couple of reflectors last week and it says increses the output by 100%..i dont really belive thats true,but just wondered if the WPG rule of thumb,takes into account that all lights are reflected.

Reflectors are not magic. If you have a 40 watt bulb you are going to get at most 40 watts from it. A really good reflector will get you about 90-95% of that light into the tank. Without reflectors you are getting at most about 40-45%.

I've always assumed that WPG assumes that a reflector is used. Otherwise, as Rexx pointed out, a lot of light is wasted.
