Emergent plants and turtles

I've been doing a ton of research lately, trying to figure out a way to make this work.

I'm being given a pair of red-eared slider hatchlings. I understand their needs and requirements, but I hate the look of the average turtle tank. It's bare, sterile, and boring. I saw a rather neat turtle vivarium here.

I would like to set up a turtle tank with a few emergent plants that are native to IL- marsh marigolds, cattails, spatterdock, arrow arum, etc. Specifically, I'm rather fond of cattails and the marsh marigolds. I know I'll probably need to prune the heck out of the cattails. Can anyone give me any pointers? What kind of lighting am I looking at? What about substrate? Can I pot these plants? Since they're emergent, there's no need for a CO2 reactor, correct? Has anyone here successfully grown these in a tank? Can anyone suggest other plants? I understand that my RES's will most likely try to make a quick meal out of them, however the turts are little at this time and I feel that if I can get the plants established and thriving by the time the turts get bigger, all will be well.
