I think I got carolina fanwort, my question is are the fanwort suppost to be floating or planted in the gravel?
Also, front or back of the tank?

Cabomba caroliniana should be planted in the substrate. I suppose you could leave it floating but it certainly wouldn't look as good IMHO. It can grow rather tall so it should be planted in the mid/background depending on your tank's size.

Plant it towards the back of the tank as it grows fairly quick once established.

Would it matter if its planted in the gravel? I don't want to take all the water to add sand/soil because I have fish in the tank. If its a problem, I would just take them out and let them float.
What kind of fertilizer should I use? luquid or tablets?

Also, is 13 watt fluorescent bulb too much lighting for carolina fanwort and java moss in a 3.7-4 gallon tank(made this one myslef).
