When to add plants to new tank

Getting ready to start a 12 gallon live plant tank, when should I add the plants?

Should I cycle the tank first, then add the plants?

Plants eat ammonia and nitrite. If you start with the right amount of plants, there will be no spikes actually.

I actually put mine in before I add the water so I don't have to get all wet LOL! Put as many as I can fit in there then taper them down/ re-arrange/ add different plants in a month or so to get the look the way I want it.
