Cotton Batting on HOB

(I know this is probably a stupid question, but I tried the search button and I can't for the life of me figure out what to do...)

I have 2 HOB filters on my 55g tank, and a pressurized CO2 system. I have read that in order to decrease the amount of surface agitation given off by the filters, to add cotton batting over the output thing. I can't find out how to do this effectively

On my smaller filter, I was able to rubber band a piece of cotton batting around the output, but this doesn't seem to be working very well. The piece of the cotton above the rubber band kind of flops over, causing water coming out from the output to spill onto my glass top. Plus, I don't think that I would be able to run a rubber band around the larger filter.

How should I do this? Maybe someone who has done this could take a picture, because I feel like an idiot right now.

If you use a cut to length sponge it will work better. I tried that with my HOB(penguin 125), but took it off because the circulation went to hell with the decreased surface aggitation.
