Dwarf Sag will grow slowly without CO2.

Its my understanding that most of the grasses have so little light bearing space that they need co2 injection to get enough co2 to grow correctly, unlike other plants with larger leaves

One problem I see with the dwarf sag would be the amount of light you have. In lower light situations like yours it will grow just fine but will probably not stay "dwarf" for long and thus may not look grasslike.

You might want to look into some of the moss available these days. There's an add on the swap section right now for some moss from overseas that looks like it would fit the bill.

Good luck.
