EI dosing but growth has totally stopped

First, I'm sorry this is so long but I really can't figure this out on my own and I want to cover all my bases. I would really appreciate if someone could help me out here

My tank:
Has been setup for almost a year now
8 gal (26 litres/7.5 gal of water)
2 x 15 w (forgot the K rating but it's the pink/purple ones)
CO2 30-35 ppm

Fish:
2 adult otos
1 adult guppy & 3 fry (almost an 1 inch)
3 swordtail fry (under 1 inch, will be removed soon)
2 adult swordtails were removed about a week ago

Plants:
8 vals
1 anubias nana petite (plus 3 small ones)
1 pot brazilian microsword
30-40 stems of bacopa caroliniana
30-40 leaved java fern

Dosing:
Fri: 50% WC, 2/8 tsp bicarb, 1/16 tsp MgSO4, 1/16 tsp KNO3, 1/8 tsp KCl, 3 ml NaH2PO4 (3 ppm)
Sat: 1.5 ml Trelmix (.1 ppm iron)
Sun: 1/16 tsp KNO3, 1/8 tsp KCl, 3 ml NaH2PO4 (3 ppm)
Mon: 1.5 ml Trelmix (.1 ppm iron)
Tues: 1/16 tsp KNO3, 1/8 tsp KCl, 3 ml NaH2PO4 (3 ppm)
Wed: 1.5 ml Trelmix (.1 ppm iron)
Thu: nothing

I realize that NO3 dosing is a bit low but I'm hoping that the bioload will provide the rest.

Growth stopped about 2 months ago and the fish have been breathing more rapidly and gasp sometimes (I'm assuming the plants are no longer using the ammonia so the tank had to cycle?) The plants still pearl nicely they're just not growing (except the anubias, and the bacopa manages about an inch per week). The new leaves on the vals have turned gray and are melting away (as were some of the older leaves but that seems to have stopped). Haven't had any algae except green dust but in the past 2 weeks some hair algae has started to form on the floating val leaves.

I upped KNO3 to 1/8 tsp about a month ago and after 2 weeks there was no change so brought it back down because I thought the levels might be building up too hgh. Last week I didn't dose anything (again because I was scared the levels of everything would build up too high if the plants weren't using them) and the plants pearled the same as always.

What am I doing wrong here?

What kind of substrate? and filter/media?
Sounds like the biofiltration is not at optimal condition's....

Hello Stuk In Africa! (is it really that bad?)

Quartz substrate (I know it's not great but my plants aren't really root feeders so) and filter is a ViaAqua (80PF) internal filter (79 gph rating) with sponge media. I clean the sponges every 2 weeks or so. Would ineffective biofiltration really cause plant growth to stop?

Hehe no I actually like SA a lot. When I lived in Ecuador my sn was stuk in ekuador (I didn't like it there) so when I moved I just changed the last bit. How have you tried contacting me? On G4Y? I haven't been there in forever... *goes to check it out*
