power compact flourescent lights

I have a new african tank set-up. I am using crushed coral sand. I have power compact flourescent lighting, and am only using the front bulbs (10,000K). I have have rampant brownish green brush algae covering rocks and plant leaves. It has been about 4 weeks since tank was set up, and there is 1/4 inch of algae on the rocks. I have 3 two inch fish. Nitrates measure 0. I suspect phosphates are high, but have no test kit for this. My goal was to have a planted tank with mainly java fern, ozelot swords, and anubias. The algae is threatening to choke out the plants though. I just added Poly Filter to the cannister to bring down phosphates. Any other suggestions? Algae is thriving, even making lots of oxygen bubbles, but I'd rather grow plants!

I have 192 watts of 10,000 K lighting on a 90 gallon tank (six feet long by 18 inches high, 15 1/2 inches wide). Given that the tank is not very deep, is this enough for java fern and ozelot sword? I was trying to avoid CO2.

Thanks. Checked out your guide. Many years ago I had a CO2 injected system(Dupla), but not anymore. This time I have an African tank, which is very hard water, high pH. I know this is not optimal for a planted tank, I was just looking for some tips on getting the best out of a particular situation. I guess nothing new has developed since then.
