I have a 305 on my 55 gal and and a 206 on my 29 gal. Both of them are very quiet and have run flawlessly. The 305 has been running for 16 months and the 206 for over a 3 months. I think the flow on the 206 is just right for my 29g. I know that a lot of folks really like Eheim but unfortunately my 2028 developed a leak because of a crack in the weak plastic at the intake/outflow after less than a year.

206 would be perfect for a 25 gallon. I have 206's on both of my 29's.

I think either would be fine. I believe most parts are interchangeable between the 05 and 06. The biggest difference seems to be the intake/outflow quick disconnect and the primer assembly. Both my 305 and 206 are quiet enough that I can barely hear them. Also the primer actually works very well. Never had a problem getting the filter running after a water change or cleaning. As far as the clarity goes, with the polishing pads, the water is crystal clear.

If your still considering an ehiem, I have a 2213 on my 29 gallon and it isnt enough. I would probably go for a 2215 even for a 25 gallon.
You can always reduce the flow with the eheims.

never had a fluval, so I am no help there.

The 2213 is stupid quiet. But the only reason I didnt go with the fluval was the pipes. The hose was corrigated and it would of been difficult to hook up my inline heater.

The 2213's flow isnt that great. It barley had enough push for my 55.

I use a 2217 in my 50g breeder and its more than enough, still quiet.

Another option is a Rena Filstar XP S (aka XP 1) rated for up to 45 gallons tanks. Ive had one on a 37 gallon cube for years. Completely quiet, easy maintenance, spray bar, reliable, etc... The XP S is Rated at 250 gph which more than enough for your tank.
