Transplanting carpet


I have a well established 40 gallon aquarium with both fish and beginner plants. I would like to grow a carpeting foreground plant like dwarf hairgrass or something of that sort. I know that trying to grow a carpet without CO2 supplementation is very difficult, if not impossible. I also understand that injecting CO2 into a tank full of fish (some of which are very sensitive, i.e. puffers) can cause dangerous swings in pH and kill my fish. Is it possible, and if so how can I, to grow a carpet of some sort in a separate 10 gallon tank with CO2 and somehow transplant that carpet into my 40 gallon tank?

Any advice would REALLY be appreciated!
