Help with my 38 Gallon Tank & Plants

I'm new to planted tanks and the plants in my aquarium are starting to not look so hot! I need some help! Here's my setup

38 Gallon Aquarium (36X13X20)
Aqueon Quietflow 55/75
Black Diamon Substrate

7 German Blue Rams (Mikrogeophagus ramirezi)

I have a single bulb 24" hood and these two bulbs:

8000K Full Spectum Daylight, 17W T8 24"
5000K 17W t8 24"

The 5000K is in right now, I have no idea if the 8000K would be better or not?

Below is a picture that is pretty representative of the whole tank, parts of this sword look healthy and other leaves are dying, I also have some java fern and it is getting holes in its leaves.

I have some seachem Excel and Fourish Complete, I'm not using them right now but I'd like to start, any thoughts on what dose and frequency of each I should be using? I did put in some seachem flourish root tabs in mid July, should I be using them and the liquid fertilizer?

Any Advice on getting these plants healthy and well growing would be super appreciated!

Iron is a big deal with swords. Root tabs are a great idea. Also dose the water column with iron. Aside from that, just go with recommended doses for ferts and see where it takes you.
