What's happening to these plants?

Does anyone know what kinda degeneration my ludwigia and narrow leaf java is suffering from? It looks like the surface of the leafs are rusted with metellic flakes and appears to be rough.

Thanks fellas!

Are the flakes black or grey? Do they appear to be hairy upon close inspection?

Um.. they arewhite, grey and balck ish.. there are no hair on the surface.. I don't think its algea, flakey and some even have pin holes in them. I wonder if its caused by strong light, but then again, even the stems of rotala at the very top of the water does not have this as they are nice and healthy with the tint of red...

How hard is your water in the tank? Looks like some Ca is involved with green spot algae.

Water around 7.4 to 6.8 during co2/photosynthesis period x 8.5 hours. I no longer do EI dosing until I can figure out what in the world is happening to the plants.

I do a 50% water change weekly.

Look at biogenic decalcification. Try to find pics. Does this look like some of your plants? (The white ones)

Black ones look like the very beginnings of black brush algae, before it starts growing fuzzy.
