Surface agitation - enough or too much?

I have a Fluval g4 on a 36 gallon bow, the intake is a sponge pre-filter and the outflow is the stock milky/clear bent pipe, about 4 inches under the surface. Running the flow wide open, the entire surface of the tank looks like a well moving stream - hard to see through the ripples but not enough to splash or froth or anything.

Is this enough or too much agitation for plants, fish and shrimp? The tank is 20" tall, the plants have a nice bit of sway to them, none look bent or blown over.

Good distribution of nutrients/CO2 and good gas exchange at the surface.

Majority of the time you will gauge by your inhabitants. If it looks like they are struggle to get around, you may want to reduce. Otherwise you want just enough to get the plants swaying evenly if you can.
