pygmy chain sword isn't growing

Hi I have soil under 3"/4'' of 2-3mm gravel, I also put root tabs under these cheeky lil monkeys and they still dont spread out. I got a mix bag of 50 stem plants from a local company for 9.98. I got 3 lots of these swords in with it. I was really excited to see it spread out like a nice lawn, but it hasn't, any ideas/experiences?.
P.s its staying alive really well, nice and green, but no growth.

I use a small amount of fertiliser and thats it.

Are you using CO2? What is your lighting? Does your ferts include both macros and micros?

I had got some from the lfs for like a dollar a node and got like 3 of them and in a month in a tank that has poor lighting and no dosing they took off like a weed to the point my girlfriend told me I need to trim the jungle in the tank so that her fish could swim around. ended up selling a few handfuls of it.

but I'd look into the lighting and make sure its getting every thing its needs its really a very undemanding plant
