Lighting question

I have a question about lighting for a low tech 20H i wanna start i wanna use 2 20 watt cfl bulbs and i heard a bunch of different answers someone told me that it would be fine because the height of the tank takes a little off the light and someone told me that would be way to strong for a 20H and would destroy/burn all the plants so idk what wattage would be good.

All answers appreciated.

A 20H tank is about 16-17 inches high. These two charts show how much PAR you get with one bulb, mounted horizontally or vertically, with a good reflector:

From the chart for horizontal mounting, you need 14-19 watt bulbs for low to medium light. Any more light than that and you will need to use CO2 to avoid bad algae problems.
