I believe that the japanese fans are non-aquatic pants, I know they are sold as aquatic. I think your Stargrass, and your Rotala are higher light plants. Can you provide some more information on your light strip? Perhaps a link to where we can read the specs on it? Don't dose fertilizers according to the LFS. Dose them according to the label. Since you are dosing Nitrogen, have you been keeping track of your nitrates?

Standard 10 Gallon (20 x12x12).
Low tech, Sand substrate.
Eheim 2211, and Aqueon Quietflow 10.
Finnex Stingray LED, 20" above substrate
2 Anubias Nana Petite, Christmas moss.
4 Halequin Rasborahs, 5 RCS.

In my opinion if the plants were doing fine till they were shaded by the lily then light wasn't reaching the stems.

I'd suggest getting rid of the lily plants to allow the stems to get more light!

trimmed the lillys all the way to the base. theyre still shooting sprouts to the surface but trimming them daily now. the blood stargrass seems to be doing fine as ive noticed some growth although slow not concerned since ive since found out that i need to upgrade my lighting situation.
