Question What is this?

Hi everyone, first time poster.
I am looking at getting into planted tanks, and got given this! (see image)
It stands

* I was told it's a Co2 bottle, and the top piece is a regulator, however on ones i've seen there is something else in place of the metal piece in the centre of the 'regulator.' is there something missing?

* I don't know how it works, or what else i need to get this up and running in a tank. So that would be helpful too please.

* ALSO, the black nozzle on the right hand side of the picture is really loose and just spins, is that right?

I appreciate any time you spend helping me out! Thank you in advance!
How far have I got to go?

Where did you get it from? If its used i would guess it has no co2 left. And that regulator is huge and very old.

110 gallon Planted
120 gallon Arowana
1500 gallon Pond
150 gallon reef

Thanks for the reply.

I got it from my boss. I work at huge pet shop, however, we don't do anything regarding planted tanks using Co2 bottles.

I shouldn't have any trouble getting it filled.

Somebody told me all I need is a distiller, bubble counter and a hose with an air stone attatched, does that sound about right?

The regulator looks like the old regulators for the paintball co2 kit. The nozzle should not just be spinning. Looks like a jerry rigged set up to me.

You don't need a distiller you need a de-fuser yes you need a bubble counter and ask anybody where you work at for co2 tubing. Oh yah you need a check valve good luck with your tank .
