hmm.. is this normal? "growth on filter"

Seems like algae residue on the outer water output walls of the filter as for in the intake tubing.

depending on how long its been there it could be a sign of a few things like too much fertilizer/light but in your case Im positive its probably been there a while the fact that its green rather then green/brown tells me your tank is cycled and established. Wish I could see the rest of it.

P.S. Free up that filter looks like the flow is realy low, I use the same kind turn it off clean the tube and the foam insert in the cartridge chances are if your filter has that much algea your foam element is worse. If after plugging it back in it wont start again gently bump the impeller with a pen.

I totally agree with previous poster. I used to get it on mine as well but now it's the brown diatoms stuff that's on there. Make sure you clean your filter in tank water every 3-4 weeks or so during a water change. No harm to it unless you never clean it off, at which point it will obstruct your filter completely.
