Probably not normal, but I'm sure you have the right bulb. Could just be that the fixture wasn't quite right.

Well, it works! I just have it laying on the glass because it is not mountable with a glass top. The colour is kinda weird to me...its.....green? Dont know what temp the older light was. I got the ultrasun which is 6500 k instead of the florasun at 5k.
Picked up a black background as well... didn't mount it with any oil- just barely held up with tape right now... finding it difficult to maneuver in around 5 inches of space or less between the tank and the wall. Does it make that much of a difference?

Going to do a fish-in cycle, throwing in a bunch of floaters, extra sponge media from my established tank, and possibly grabbing some Safestart or other brand of bacteria...

If you're throwing in filter media from your established tank, you're fine going with just water conditioner instead of safe start. The media and squeezings from it should hold all the bacteria you will need, and bottled 'live bacteria' would just be wasting your money.

your overflow looks like its 1/2 inch pipe thread fitting.
at my local hardware store they sell 1/2 black threaded-end pvc pipe in various lengths
you could use those to extend it closer to the bottom to use as a intake for your ehiem
as a quick temporary fix you could just get a threaded pvc plug and some teflon tape if you just want it plugged
or turn it up and add small threaded extension so you can fill tank
in the future that overflow could be used as a skimmer or water changer
