Substrate for EBI

I am getting started with a Fluval EBI 8 gallon. It comes with the Fluval stratum but I have heard its not enough to really scape much. Should I go thru the effort of ordering more online or just cap it with some gravel. Or put some kind of gravel/substrate under the fluval stratum?

Buy another 4.4 pounds fluval stratum bag if you only going to keep neo shrimp like cherry. Or add substrate that is better at buffering like Ada or up aqua shrimp sand which you can find on amazon.
