Proper Steps for new setup

Hey all, I just did a search for this and had no luck finding one so I figured I would post the question.

What are the proper steps to introducing items to your tank once you have it setup? I will be setting my 70 Gal lowlight tank up this week, or next week. All the supplies should be arriving this week hopefully.

In what increments can I add things to the tank? Should I wait a month before adding fish, or can I add fish the same day as plants? When I add the plants do I need to add any fert to the water, or does it depend on the species or the plant?

This will be my first try at a planted tank. My specs will be 70 gal, 3" substrate of eco-complete, a Eheim 2028 filter, 130 watts of light (one 6700k and one 10,000k). I will not be doing CO2 injection. This is going to be a low light tank. I would like to do low light plants with Tetras. I would also like to put a few freshwater crabs, and clams in there as well.
