Questions on New Filter and Bacteria...

I have a 20gal. Planted that has been up and running
for little under a yr. now ... It has a hang on "AquaClear"
for filtration.. It has the same sponge like filtration only that comes with.. I once in a while have cleaned this..
(aquarium water only).. This is a 3WPG DIY CO2 injected
tank... Lots of Plants and growing like crazy with never
any major algae issues..
I have for a while now though been getting a little green
like powder on the Glass. This was apparent when I was
running not only a 55watt PC on this but also a 65watt as well .. ( alternating ).... Ferts- NPK , Plantex/Boron...
Within the past couple of wks. I did remove the one
Power Compact Bulb and just using the 65 watter...
Still not much change on Glass...
I just got an Eheim Filter that I just installed in the
20 gal. and am trying to get established (biologically) to put on a new tank..

Question- How do I know when it is (biologically) established ??? 3-4 wks or?????

Not only that but, within two days this tank is Super CLear
indicating that maybe the "AquaCLear" filter was what??
Maybe not performing Properly? or I just have not done
too good of a job in cleaning out (Foam Inserts) and therefore being too Clogged??? (bacteria bloom?)......
Ferts have usually been in check (10:1) 50% water changes once per wk. etc.....

What do you think???????????
