Co2 problem

Hi I have a compressed co2 cylinder for my tank with bubble counter check valve and diffuser. My problem is when I regulate to my liking for example 2 bubbles per second it slows down to 1 bubble per 3 seconds and ultimately stops I have no idea how this is happening is it a leek. Please help.

what regulator do you have? and what's your working pressure. Is it a single stage regulator dual stage regulator?
