adding new substrate and plant suggestions needed

Can you add a new substrate to an established aquarium. Not sure that I am even if its easier than it seems but was curious if it is an option.

Also, assuming I keep my current substrate, can you give suggestions for some decent plants to add? My current setup is below. I posted this in a different forum but thought I would add it to this post also.

I have two normal output 15w t8 bulbs over a 20 gallon aquarium. I also use diy co2 and Seachem Flourish Tabs since I have a regular pebble like substrate. I also have a two bulb normal output t5 fixture I can add but haven't yet.

I have a few plants in their already but what would you suggest to be decent additions to this setup?
