Lighting question on second planted tabk

I am making my old 29 gallon 'rescue tank' into a planted tank with no CO2 and low lighting for now. I was wondering if I could use a set of balanced spectrum lights (this light claims it improves visibility and reduces eyestrain) that I have - one is 18 watts and the other is both 18 watts and 27 watts at 6500K. Will this be enough to aid in plant growth along with Flourish Excel and other nutrients?
