Basically it is... any mature plant putting out babies could be called a "Mother Plant", its just a term given to a productive plant. Most common and sought after mothers are Sword Varieties because some types take a very long time to get to that stage.

But all Mothers are "mature plants"

I have four ruffled sword plants (Echinodorus martii), got them all about 6 months ago, for about 4 months they pretty much just sat there but were healthy for the most part, about 7" tall, then last month they exploded in growth to about 14" and started shooting off multiple runners with 3-4 plantlets each.

The stalks were much thicker than ones I've seen amazons put out, with Amazons, I usually wait until roots start to form on the plantlets and then I just bend them down and weight them until they take root and cut the runners loose from momma, no doing with the ruffleds, I had to wait until roots formed and cut them free and transplant them, but they are definitely developing into quite healthy plants.

If you want to buy mother plants, I'd suggest Petsmart. At least the store we have here routinely has a tank full of Amazon swords all of them with multiple runners at $3.99 each. Last one I bought had about 8 plantlets already developing roots.
