best substrate for keeping a slope

I've been using Soilmaster Select for my aquascapes lately. Although it works well, invariably the slope I placed initially is gone after a couple of months. Is there any substrate in peoples' experiences that holds a slope really well?

have you tried creating a terrace and building the slope up to that, it may make it easier to fix the slopes every couple of months

If I have any number of shrimp in a tank I have found that I can't keep a natural slope because those little dudes eventually turn over every little rock and level the entire aquascape out.
