Dust Particles on Water Surface?

Right now I am running filterless (no fish, just want to get plants and let em grow in) so a tiny bit of dust and cat hairs are on top of the water surface, this isn't harmful right?

No. I do however find that circulation will help your tank a ton for gas exchange and nutrient dispersal, even if you arent filtering it.
