What to do with biting fish?

My newly populated tank for 1 week has:
2 celestial galaxy rasbora (1 disappeared), both female I think
1 endler male
2 guppies female
3 amano shrimp

There is 1 celestial rasbora that keeps biting the other, and sometimes the guppy. My other rasbora's tail fin is missing top piece. Besides flushing the aggressive one down the toilet, how can I correct this?

I am going back to buy more fish next week. Will buying more so they can "school" correct their behavior?

Any tips appreciated.

How big is this tank and has it cycled completely?
I'd buy more female CPD to curb the male's aggression but wait a few weeks.

^He said he thinks they are both female.

They are schooling fish and schooling fish will many times become aggressive if not kept in a school. You need to buy more of them.

buying more should calm them down some, or at least spread the aggression out a bit. I'd shoot for a minimum of 6- with schooling fish, its usually a case of the more the merrier
