BB or Nasty growth?

Do you think this is Beneficial Bacteria or a nasty build up and I should just change the pad out for a fresh one?

I have a Fluval 406 canister filter.

side insert = 4 coarse foam

tray 1 = 4 medium foam > 2 fine foam
tray 2 = fluval biomax biorings (full)
tray 3 = fluval biomax biorings (full)
tray 4 = fluval biomax biorings (half) > purigen > *then these fine pads*

My original idea for these pads shown in the picture was a last stage of mechanical filtration to purify the water. It almost seems like they have turned into biological media? What do you guys think?

There's certainly some beneficial bacteria in there, as there is in all parts of your filter, but most of what you're seeing there is just mulm. You can rinse it out to remove the mulm and reuse it, but I just replace mine every time I clean my filter. You're not going to significantly harm your population of beneficial bacteria by doing so.

When setting up a new canister I remove the fine pad and replace with a course pad because...
1 fine pads hold waste in my canister which I find leads to algae problems.
2 course pads last for a long time
3 I have a course pre filter in the tank that I clean every time I vacuum
4 I would see small algae bloom every time I replaced the fine pad, due to bb lose
