Par values through air

Set up a 48 high chameleon terrarium with live plants and an extra 24 old finnex planted plus. Plants are located about 2 feet from light and wondering what performance to expect. PAR performs better through air then water so should expect higher par values and better range, right? Thanks,

I've tested and noticed +5% higher PAR through water @ a depth of no more than 21"

What this is worth I'm not sure.
