His my tank already cycled?

Two days ago, I set up a new 45 gallon fluval bow tank (it's my biggest tank yet, i'm excited!!). I've added fluval bio enhancer (or whatever it's caller) and a filter media from an already established tank. I've also "fed" the tank, by adding flaked food, to create ammonia and feed the bacterias.
Today, I tested the water for the first time. The results are:
0ppm nitrites
5ppm nitrates
0ppm ammonia

Is the tank already cycled?
If so, I will slowly start to add fish, starting with the hardiest. What fish should I add first, knowing that the stocking will be:
2 pearl gouramis
3-4 honey gouramis
10 lemon or cardinal tetras
7 panda or albino corys
Maybe also a few amano shrimps
(Also, is that stocking too big for the tank)

So to summarize (I know, it's a lot of questions)
1.Is my tank cycled?
2.What fish should I add first?
3.Is this too much fish for the tank?

In case of an ammonia spike, I always have Prime on hand.

So to summarize (I know, it's a lot of questions)

1. Yes
2. I would do the tetra
3. Probably fine with that many fish

Prime is good just in case

It's probably cycled, but you could test it to be sure. Get some Ace Hardware 10% ammonia and dose the tank to 2 ppm ammonia as indicated by your test kit. If the ammonia and nitrites are zero 24 hours later and the nitrates rise a bit, then it's cycled. It would take about 3.5 ml of the Ace to get it to around 2 ppm ammonia.
