Can I safely finish setting up a planted tank I started LAST summer?

I have a 40 gallon breeder that has been sitting with a thin layer of topsoil capped with sand for about a year. I tried to get it started too late in the summer last year and only filled it with water once, then let it evaporate. The sand had waaaay more dust than it should have despite rinsing but otherwise it was a solid start.

I am thinking of vacuuming up the fine sediment/dust left on the top layer after the water evaporated, then capping with either Eco Complete or BDBS because those are more attractive than the sand in there now, and I need another inch at least to keep the soil in place.

Is there any reason I shouldn't do this? I would really prefer to not have to bail out the sand and dirt at this point. I'd think a year isn't enough time for the soil quality to degrade?

It's probably better, and should be somewhat mineralized (to an extent, depending on how much moisture there was available). Just remove the sand if you dont like it and replace with stuff you do like.
