Layering Substrate?

Hey guys, I have a 20 gallon tank that has been sitting around my house for quite a long time. I only have one bag of Flourite Dark and I want to have it planted but the one bag would only give me about 1.5 inches. I also have about 40 lbs of a 1cm dark gravel. Would it work if I had about 1 inch of the gravel and then capped it with the Flourite dark?

Wouldn't the gravel just come up over time? I am not really sure but that is what I have read but I do not have any experience so don't take my word for it.

Yeah, the substrates will eventually mix, but there's nothing negative (other than possible aesthetic preferences) that will come from that. The plants certainly wouldn't mind.

prob put the nutrient rich substrate on bottom and cap it with the gravel on top.

if you're going to cap it with gravel, you might as well dump an extra inch or two of potting dirt and then cap it.
