Newbie in the hobby need advice

Can I grow plants in this light...

Tell us what the light is, what you're wanting to grow, and your plans as far as fert/co2 dosing and perhaps we can answer your question.

Short answer - yes, that light will grow plants, but maybe only low light, low demand plants. Don't know without know what you're using.

First of all thanks for your response...it's a Chinese make led lights 9 Watts...and I am using root tabs...

If you are only using root tabs that will limit what you can grow as certain plants absorb nutrients differently. Stem plants grow by sucking nutrients out of the water column and are not great root feeders. Plants like amazon swords and crypts are root feeders and will benefit from the root tabs. Java Fern is not a root feeder and usually are not even placed is a substrate but typically on things. If you are wanting to grow stems like Hornwort you might want to consider liquids or dry ferts that get absorbed into the water column.

Judging by the space between the top of the tank and the top of the picture it looks like he just didn't have the camera level.

Without at least an idea of camera settings, it's absolutely impossible for anyone to tell light levels from a photograph.
