Is my cycle complete?

I am cycling a new 20G. I have placed lots of plants in it and I understand that the plants too help with the cycling.

I started cycling on Feb 20 using Ammonia from Ace. Dosed it up to 4ppm.
Feb 23, it came down to 1-2ppm and I dosed it back up to 4.
By Mar 4, I had trouble deciding whether the reading was 0 or 0.25 ... so far so good! Progress!
On Mar 6, Ammonia was still in the 0-0.25 range, Nitrites seemed to be over 5 and Nitrate 20
Since then, steady progress in reducing Nitrites. But my Nitrites never really went off the chart. and neither did Nitrates. The Nitrates have been steady in the 5-10 range.
Yesterday, Ammonia and Nitrites were zero, Nitrates were 10.

Does this mean my cycle is done? Even though I never had a NitrIte or NitrAte spike?

Its been an amazing experience so far ... have felt like I am a kid doing chemistry experiments all over again :-) But I am ready for fish now :-) what do you all think?

If you dose to 2-4ppm of ammonia and it is converted into 0 nitrite with "some" nitrates within 24-48 hours I would think you are set.
