55 gallon questions

I'm trying to get medium to medium high light and currently have 2x54 T5HOs. Is it better to run 1 bulb with sitting on top of tank or run 2 bulbs and raise it up a little? I currently run it 1 bulb with sitting on top of tank and the bottom of my plants are losing leaves and some are melting. Is this due to lack of lighting, CO2, ferts, or something else?

A single bulb sitting at the top of the tank should give you low medium light, so CO2 wouldn't be necessary, just desirable. What substrate do you have? Are you fertilizing? Any fish? What plants?

I think I have: Ludwigia repens x arcuata, Ludwigia repens, Rotala wallichii, Rotala rotundifolia, tiger lotus, chain swords, hairgrass, Limnophila aromatica and crypts. A lot of fish are in the tank and only ocassionally ferts with seachem products. Substrate is mineralized soil covered with fine gravel.
