What are these white things

As the title states. I seem to notice them more when the lights first come on.

Tank specs:
5 gallon, fluorite black, 50 watt heater, tetra HOB, CO2, ei dosing, weekly 50% with RO/tap mix.

7 boraras brigittae
1 oto
Dwindling neo shrimp colony, adults are dying for seemingly no reason. Down to about 5-10 from 30-40.

Ammonia - 0
Nitrite - 0
Nitrate - 5-20 (can't tell exact colour on API kit)
pH - 7.2
kH - 4
GH - 7

What are these white things

They look to me like they might be baby snails? If you watch them closely when the lights go on, do they slide along?

They hardly move at all, or so slowly that you don't really notice. I don't have any snails in the tank and I haven't added anything to the tank in a month

Not a chance of ich, they've been in there for 5 months with only a handful of shrimp, no fish. Fish have been in there a month now with no signs of stress.

You cannot normally see Ich until it forms cysts (on the fish). The free floating form would be impossible to spot with the naked eye

I figured that. I'll try and get the expensive camera out tonight and snap some pics, Iphone didn't give you guys too clear of an image. They are absolutely everywhere. I had hundreds of seed shrimp like things before I picked up some Chili Rasboras, then they all disappeared (hunted down likely) and these things i'm assuming took over the seed shrimps spot in the tank. My orange neo shrimp population drastically was killed off, not sure if these things are part of that or not. I'm thinking they are not and it was just some questionable DIY root tabs that leached into the water and the shrimp didn't like it.

There were hundred of seed shrimp (closest looking little bug) but after I added the fish those disappeared rather quickly (I'm assuming fish ate most) and these little white things started showing up all over. They were there before I added the fish, just not "everywhere" like they are now.
