20 gallon still cloudy after a month

I set up my 20 gallon planted tank four weeks ago, and it's still very cloudy.
I've been doing two water changes a week, and water tests every other day.

My parameters are:
Ammonia: 0.0
Nitrate: 20 ppm
Nitrite: 0 ppm
Hardness: 80 ppm
Chlorine: 0 ppm
Alkalinity: 80 ppm
pH: 6.9

I have Floramax substrate, which has already settled, full spectrum lighting, a 30 gallon Marineland Penguin filter, and 9 plants, but for some reason, the tank is still very cloudy. I've had fish for a while, but this is my first planted tank. Is this normal, or am I doing something wrong? Thanks!

After a month it sounds like you have a bacterial or algae bloom. The former is whitish looking while the algae bloom usually has a greenish tint.

It's probably a bacteria bloom, then, because it has a white look to it. Any idea how long it tends to last?

Blackout might work. Also, what does your filtration look like? Have you cleaned any of it yet?
