Does that snail Gel around its eggs carry columnaris, pathogens, bacteria, fungus?

My fish tank had some bad disease that would kill fish fast. I lost like 50% of my fish population even when doing massive water changes and UV sterilizers.

Anyway, I want to use the filter that I had uses in this tank. After like 5 months of absolute no use, I rinsed it out with tap water, dumped a ton of bleach mixed with water inside the filter,etc..

I looked at the sponge but still see that snail gel that is usually around the eggs still on the sponge after all that.

1. My question is could this gel possible be carrying the disease/pathogens even after being exposed to bleach?

2. Is there any chemical that can destroy this snail gel/slime,etc...?
