Overstocked?

I have a 20L with about 17 gallons filled with 9 different species of plants, 4 zebra and 2 long fin danios, 3 white cloud mountain minnows, 11 ghost shrimp, 2 amanos, and 2 nerite snails. Everyone is friendly, my danios are rough(playful) to each other but leave my other tank mates alone. I'm not having and major problems I just want to know from my fish friends here if you think I could add an Oto and a few Cherry shrimp without going over my bio load

No, I wouldn't. If it was just fish, I would say one could increase bioload as long as you don't mind plenty of water changes. Shrimp don't like large water changes though.

By the types of fish you enquire into, I would wager you are looking for a solution to algae.
