10 gallon shrimp tank help

I have a 10 gallon tank just sitting around, and I was thinkning of turning it into a shrimp only tank.

Here's the equipment that I have:
Tank
Walmart special HOB filter
Whatever cheap flourescent fixture that came with the tank.

I plan on keeping RCS in there to start with.
A small piece of driftwood
Java ferns
Moss
Any other small low tech plants I think of.

What kind of substrate should I use? I was thinking a black substrate would look cool, but I don't want to be hassled by sand flying everywhere.
Will the HOB be sufficent filtration? Its an aquatech that uses carbon cartridges lined by a mesh. I was thinking of sticking a sponge over the inlet to protect any baby shrimp.
Is there anything I'm not thinking of that I would need?

You will need a sponge over the intake.
Shrimp poop more than you would think they can, by the way.
Black is a great color, and many believe it will help bring out the darkest reds, but really, anything will work. Go with what you like and enjoy them.

Common questions are how many will the tank hold and how fast will they breed. My cynical answers are that the tank will hold more than you can imagine but you'll never see them all at once and they will breed either not at all or faster than you can imagine.

The reason why I'm setting up this shrimp tank is because I can't get those little red bastards to breed in my community tank. So I figured I'd put them in a tank where I can contorl their environment better.

it's possible they are breeding in your community tank, but the other fish are eating em .
