How good are Chloramines are killing pathogens?

I wanted to transplant some plants from my 75 gallon to my 55 gallon. However I have had a lot of fish die in my 75 gallon before I got my UV sterilizer.

If I take the plant cuttings from my 75 and rinse them with tap water and maybe place them in tap water for a few minutes would this be enough ?

Not sure, but I know some people use bleach dips to sanitize their plants. There are some videos on youtube that can show you how to do them.

Chlorine works faster. I think chloramine, even though it is effective, is used more as an added safeguard with chlorine because it hangs around longer in the water which spends varied amounts of time traveling to your tap. Soaking the plants for a while may do what you want, but I haven't a clue as to the duration needed. If your plants can handle a bleach dip, you may be better off going that route. Bleach will kill just about anything in a relatively short time, including some plants, so read up a bit if you go with that method.
