HC with this lighting?

My setup is pretty simple. I have an eclipse 29. I have a waterfall back wall, the entire length of the back wall and my water level will be around 2/3 of the tank. My planting area is roughly 8" wide x 24" long by the height of the water level. I plan to have 1 manzanita branch and the rest planted. I will have about 2" to 3" of eco complete soil sloping from back to front so 2" + at back to 1" + at front. My lighting is 2 x 36w PC (1 x 6700 and 1 x 10000) which is sitting on the plastic legs on the rim of the tank (rim-less). am wondering if I can maintain HC with this lighting?

I would say you should have plenty of light to maintain HC.

With good CO2 you might be able to grow HC, but I don't know the dimensions of that tank, nor what quality the light is.
