Well for what it is worth...

The researchers measured eight kinds of harmful and potential harmful constituents (HPHC): carbon monoxide, carbonyls, phenolics, volatiles, metals, tobacco-specific nitrosamines, polyaromatic amines, and polyaromatic hydrocarbons. When combined, the weight of all the HPHC found in the e-cigarette vapor was less than 0.17 milligram. Ambient air is estimated to have 0.16 milligrams of HPHCs.

as to Nicotine.. it is water soluble..

Point is it is unlikely to contribute oils to your tank water..but who knows..

It most likely is a layer of protein scum that builds up. There are a number of possible contributing factors, such as over feeding.

You can try raising your filter return to disturb the surface of the water slightly more, and this should help break up the scum.

Not sure if info-electronic-cigarette.com is a reliable source of information on this.
There is a lot of variation between different vaping oils. Some are benign, others quite toxic. Anything that contains nicotine will be mostly fine for fish but deadly to invertebrates. I have no idea if ambient vape vapor is a high enough dose to make a difference.

The oily substance is just biofilm. It's a colony of bacteria forming an intricate, symbiotic ecosystem of their own on the surface of your water. Increased surface agitation should get rid of it.

I've quit using E-cigs and I too noticed an iridescent film on top. It looks like the biofilm but not quite sure what it was. But sure enough, It kept appearing after heavy Vaping.

I've been vaping around my 50 gal for at least 2 years even when doing maintenance on the tank and have had no negative effects on tank water quality or with the inhabitants there in. Just my 2 cents.

Hmm. Probably was just biofilm then. Will never know since I don't do it anymore.

There is a very real possibility that there could be a very real accumulation of oils that are deemed not dangerous. In this case, it wouldn't be terribly harmful, unless it was allowed to over accumulate.

FYI aquatic plants give off chemicals during allelopathy. One of those from certain plants is nicotine.

The question kind of reminds me of the old joke about fixing the car! The guy couldn't afford to fix the brakes so he had the horn fixed instead. Good plan until he came to the railroad crossing!
We know that vaping eventually kills people, some sooner, some later, so worries about what it does to the fish seems to be kind of useless, doesn't it?
Putting unknown chemicals in the tank water is not good but then putting them in your lungs is worse.
Do not expect your government to protect you from yourself!
