Help Setting Up a Couple of 29 gal planted

Good evening everyone! This is my first time on the forum and as well as my first time trying out a planted tank so I'm looking forward to your suggestions.

I teach 3rd grade in a small Kansas town and will be setting up two 29 gallon tanks in the classroom within the next couple of weeks. I've had at least one of these tanks set up for about 8 years with a couple of breaks during college so I'm familiar with how to keep a freshwater aquarium up and running, but now I'm ready to venture into the world of aquascaping. I have a grant for $125 that I plan to use on any supplies and plants that I need to get started, and I hope that I'll have enough left over to pick up a few fish also.

I've attached pictures (both windows are south facing and receive a decent amount of sunlight year round and I have the standard basic fluorescent bulb on both tanks) of where I'm planning to set up the aquariums (I'm thinking about setting the second tank up about where the box fan is in the second picture) and I'd appreciate advice on what plants to start with and how many plants to shoot for on my grant budget. Any other advice or things that I should consider during my freshwater plant adventure would be appreciated. Thanks in advance.

Mosses, crypts, buce, there are tons of low tech plants out there. But first start with the hard scape of rock n wood arrangement then plant or glue plants/moss in.

What would you recommend for hardscape? I just have basic aquarium gravel in both now; do I need additional substrate?
