Turface

What is the secret to keeping new plants down? This Turface is just too light. No matter what I do the plants come floating back up. When I do get one to stay it is very tenuous and only stays down until I bump it slightly planting next to it. I haven't introduced fish yet so I can only imagine the disruption they will cause.
All tips and ideas are welcome.
Thanks

Having to do it over I would not use this stuff but I'm already fully involved with it now.

i have a turface like product and to make the stuff work for keeping stuff down i had to cap it with a mixture generic black aquarium gravel, and black flourite.
